When a Naroran unit moves off of a spire with Naroran Rift into the hex of a displaceable unit, such as one with Flying, does that unit get displaced onto the spire?

No, not unless the being displaced is a Naroran . Spires with Naroran Rift cannot be by non-Naroran units. In this case, you would the to the closest of the Narora's choice instead.
