For a Faction Unit, closeness is measured by counting the number of hexes matching the Unit’s Terrain Allowance between the Unit and its Mark using the shortest route possible. Count through Faction units but not through spires or landmarks. For any other purpose, count hexes between things using the shortest route and ignoring Terrain type.
