Progress is only determined by the start and end positions of the
Minion's
Movement. A lateral move is only available as an option when, at the start of a
Minion's
Movement, it is unable to make
Progress using any amount of
Movement. If a
Minion can move two hexes at the start of its
Turn and make
Progress, it must move two hexes and make
Progress, even if its second move does not make
Progress.
