Answer

The Scenario Rules state that Dywen is considered a Horizon's Wrath hero for this scenario. However, it should also state that Dywen does not count towards their hero limit in this scenario. Under Event Die Results, the 1-2 result should say move all Prison Facility spires one hex clockwise around Hex E.
